Ah The semi flush aka the industry term for not quite hanging and not quite flush. Now, you probably place a flush (an obvious term for a fixture close to the ceiling) fixture in the bedrooms, kitchens, etc.
If you have normal to tall ceilings consider the semi flush, because it provides ambient lighting on the ceiling whereas the flush piece cannot..
Ambient along with accent, decorative and accent lighting is Part of a proper lighting plan.
